Toned is the look of having a reasonable amount of muscle with low enough body fat to see it. You can't tone a muscle — you can only build it or lose it, and reveal it by losing fat.

Light weights and high reps won't do it

The classic toning advice — tiny weights for endless reps — doesn't build the muscle that creates the toned look. You need meaningful resistance and progressive overload, the same as anyone chasing size, just paired with a controlled diet.
